Diamond tenderloin, petit tender or jewish tenderloin is a steak from the forefoot.
The history of this piece of meat is that conservative Jews were looking for a piece of meat as tender as steak, but not cut from the beef hindquarters. That meat is unclean in their eyes. The piece of meat from the beef shoulder and is very similar in model to the tenderloin which comes from the rear part of a beef.
The meat is buttery tender; another name is: shoulder tenderloin. In Antwerp in the diamond district, they also call this “fake hare” diamond hare.
